To start, list the actions players can take, like waving or stealing. Write down how onlookers should react through physical gestures instead of dialogue. Decide what clues cause characters to doubt a player's claims, and sketch how rumors spread between them when they cross paths.
A developer can adapt this setup by having characters interpret nearby spoken text, track their trust levels, and share memories when meeting. Keep in mind that characters make their own judgment calls about what words mean, so their reactions will not always be entirely predictable.
