Sketch the moves for your own penalty shootout or sports game first. You can list the exact choices a computer opponent may pick from, such as diving left or aiming high. A developer can then review this code to see how to force the opponent to choose only from your approved options.
Your developer will need to connect the game to an online decision service so the opponent can pick moves. Keep in mind that the match stops completely if a choice is missing or invalid, so your team must write extra code to handle dropped internet connections during play.
