The server keeps track of the game rules. Each turn, the app makes a list of valid moves and describes what happens next. It then asks Jev to pick one action from that list. Your developer can read the AI helper file to see how it handles tied choices.
The app spaces out turns to avoid sending too many requests at once. It stops asking for new moves when nobody is watching the screen. It also pauses the live game if the daily spending limit is reached.
