Sketch out your game board and list every allowed move for each piece. You can borrow this setup to keep an assistant completely honest. Your regular software calculates every valid choice first, and the assistant only picks one option from that approved list.
A programmer can write the movement rules in regular code and link them to the assistant. The program double-checks the piece's exact grid squares before locking it in place. That way, the assistant can never make an illegal move or cheat.
