A lost connection pauses the simulation rather than handing it to a substitute player.
You can adapt this method for a game where characters choose their next move. The software sends a strict list of possible actions to an outside AI service. The service then picks one option from that exact list.
When the service answers, the game checks if that choice is actually allowed. If the service breaks the rules or sends a bad answer, the game simply pauses. You can borrow this rule to stop characters from acting without clear permission.
